Background

 

In order to complete and perfect the higher education system in Macau, the Tertiary Education Services Office of Macao SAR has continuously worked hard to follow the related regulations to enhance the institutions’ quality by developing assessment system to ensure the quality can reach the international standards for better development.

5 Guidelines (Institutional Accreditation, Institutional Quality Audit, New Program Accreditation, Program Review and External Quality Assurance Agencies) are set for the accreditation and among them; “Institutional Quality Audit” is one of the methods adopted to assess education quality for the institutions that are equipped with complete system for self-management and internal audit. Through the implementation of regular external audit, the advantages and the points for improvements can be indicated and stated out.

The Tertiary Education Services Office of Macao SAR had implemented the pioneer project of “Institutional Quality Audit” in 2016 as they wanted to assist the institutions’ to realize their own characteristics and the points need for improvement. The internal quality assurance system can be built up through the steps of Approach, Deployment, Results and Improvement. Faculties’ teaching performance and students’ learning outcome are the main focuses for improvements to make sure the institutions’ sustainable development.

【A】Approach: The approaches are made according to the institution’s advantages and resources to assist the institution to meet the missions. Strategic plan and KPIs are established to regularly review the performance and outcomes.

【D】Deployment: After reaching the consensus of the strategic plan mentioned above, the plan shall be carried out in daily operation.

【R】Results: The institution self-examines its performance in different perspective and gradually presents its advantages and characteristics.

【I】Improvement: Base on the institution’s approaches to regularly review the performances and outcomes. The improvement plan is designed according to the data came from omnibearing, valid, efficient and transparent researches to reach the goals of sustainable development and improvement.

Operating Procedure

 

TWAEA has worked hard to promote the professional knowledge and skill related to accreditation and also the provision of accreditation services. To enhance the quality in higher education is always the mission of TWAEA. In recent years, TWAEA not only has started to join the members of the international accreditation organizations, but also worked closely with professional associations in Japan, Thailand, Europe, Russia, New Zealand, Croatia, Hong Kong and Macau for further cooperation.
