CEA VNU-HCM DELEGATION VISITS TAIWAN FOR IN-DEPTH DIALOGUE WITH TWAEA AND OBSERVATION OF INSTITUTIONAL EVALUATION SITE VISIT

The Taiwan Assessment and Evaluation Association (TWAEA) welcomed a delegation from the Center for Education Accreditation, Vietnam National University–Ho Chi Minh City (CEA VNU-HCM) on December 3, 2025, for professional exchange. On December 5, the delegation also observed an institutional evaluation site visit conducted by TWAEA. The delegation was led by Dr. Lê Ngọc Quỳnh Lam, Director of CEA VNU-HCM, accompanied by two officers, Ms. Đỗ Phạm Minh Hương and Ms. Kim Thị Na Rine. The visit aimed to deepen collaboration in higher education quality assurance and to promote dialogue on accreditation systems and practices.

During the exchange meeting, TWAEA shared the development and practical operation of Taiwan’s higher education accreditation system, including institutional and program evaluation procedures, the transformation of accreditation indicators, reviewer selection and training mechanisms, and the core design principles of its revised international joint accreditation standards. TWAEA also explained how the UN Sustainable Development Goals (SDGs) and digital transformation are systematically embedded within its quality assurance framework. In response, CEA VNU-HCM presented an overview of Vietnam’s higher education accreditation system, accreditation standards, recent policy reforms, and reviewer training and professional development mechanisms, enhancing mutual understanding of each other’s system design and implementation approaches.

The delegation further observed TWAEA’s institutional evaluation site-visit process, which covered key stages such as document review, campus facility tours, interviews with faculty, staff, and students as major stakeholders, as well as the synthesis of findings and preparation of the evaluation report. Through first-hand observation, the delegation expressed strong appreciation for TWAEA’s professionalism, institutionalized procedures, and transparency, noting that the experience contributed to a deeper understanding of TWAEA’s quality culture and commitment to continuous improvement.

This visit laid a solid foundation for further cooperation between TWAEA and CEA VNU-HCM. Both organizations look forward to expanding future collaboration in areas such as reviewer and expert exchange, sharing of accreditation standards and systems, exploring the feasibility of joint accreditation and joint reviews, and advancing the application of AI and digital tools in accreditation processes, with the shared goal of continuously enhancing the quality of higher education.

TWAEA has worked hard to promote the professional knowledge and skill related to accreditation and also the provision of accreditation services. To enhance the quality in higher education is always the mission of TWAEA. In recent years, TWAEA not only has started to join the members of the international accreditation organizations, but also worked closely with professional associations in Japan, Thailand, Europe, Russia, New Zealand, Croatia, Hong Kong and Macau for further cooperation.
