TWAEA LEADS CROSS-REGIONAL SURVEY ON STUDENT LEARNING EXPERIENCES TO STRENGTHEN HIGHER EDUCATION QUALITY

The Taiwan Assessment and Evaluation Association (TWAEA) has led the implementation of the 2025 International Survey on Learning Outcomes and Satisfaction in Higher Education, conducted in collaboration with the Japan University Accreditation Association (JUAA), the Office for National Education Standards and Quality Assessment of Thailand (ONESQA), the Center for Education Accreditation of Vietnam National University Ho Chi Minh City (CEA VNU-HCM), and the Mongolian National Council for Education Accreditation (MNCEA). The initiative engaged higher education institutions across Japan, Taiwan, Thailand, Vietnam, and Mongolia, gathering large-scale student feedback to better understand learning experiences and campus environments across diverse higher education systems.

The survey collected more than 80,000 student responses across the five regions, including 43,596 valid responses from Taiwan. Using a five-point Likert scale, the questionnaire examined key aspects of students’ learning experiences, including campus facilities and administrative support, teaching methods, curriculum design, learning engagement and outcomes, and overall institutional satisfaction. The survey also addressed emerging priorities in higher education, such as campus internationalization, sustainability initiatives, and student counseling services.

By compiling and comparing student feedback across multiple education systems, the project provides an important cross-regional dataset on student learning experiences in Asia. The findings support Institutional Research (IR) and offer evidence-based insights for institutional leaders seeking to enhance teaching quality, improve learning environments, and strengthen student support systems. Through systematic analysis of student perspectives, participating institutions can better identify evolving student needs and evaluate the effectiveness of campus services.

First launched in 2018, the survey has gradually expanded through sustained collaboration among regional quality assurance agencies. Over time, it has developed into a platform for sharing data, exchanging professional practices, and strengthening mutual understanding of higher education developments across Asia.

The results of the 2025 survey will be shared with participating institutions as a reference for academic planning, institutional management, and quality enhancement. TWAEA will continue to work with international partners to advance cross-regional research and dialogue, contributing to evidence-informed policy development and the continuous improvement of higher education quality.
