Advancing Cross-Regional Surveys|Promoting Joint Accreditation|Expanding the Northeast Asian Quality Assurance Network
The Mongolian National Council for Education Accreditation (MNCEA) is a key education quality assurance and accreditation organization in Mongolia. It conducts institutional and program accreditation in higher and vocational education and promotes the development of accreditation systems, a culture of quality, and continuous educational enhancement. MNCEA also actively engages in international quality assurance exchange and cooperation, helping connect Mongolia’s quality assurance system with international developments and professional practice.
TWAEA and MNCEA signed a memorandum of understanding in 2023, formally establishing a framework for bilateral cooperation. In the same year, MNCEA joined the cross-regional survey of university student learning outcomes and satisfaction conducted by TWAEA and its Asian quality assurance partners. This brought the learning experiences and satisfaction of Mongolian students into cross-national data collection and comparative analysis for the first time, further extending the regional reach of the survey.
Since 2025, MNCEA has further expanded the partnership through its participation in iJAS international joint accreditation, contributing to accreditation operations and professional dialogue. This development has extended cooperation beyond survey research to standards development, joint review, and accreditation decision-making. By exchanging experience and working across different quality assurance systems, the two organizations continue to strengthen professional trust and broaden quality assurance cooperation across Northeast Asia and other parts of the region.
Since 2026, MNCEA has also participated in international staff exchange activities organized by TWAEA and its Asian partner agencies. Through thematic presentations, system comparisons, and practice-oriented dialogue, these activities support professional capacity building and cross-border learning among quality assurance practitioners. The two organizations are steadily developing a multifaceted partnership encompassing evidence-based surveys, professional development, system enhancement, and international joint accreditation.

Joined the iJAS cooperation framework and began contributing to accreditation operations and professional dialogue, deepening cooperation in joint accreditation and quality assurance practice.
2026–|Participation in International Staff Exchange
Began participating in staff exchange activities among Asian quality assurance agencies, promoting professional capacity building, mutual learning, and regional cooperation through dialogue and the sharing of practice.
