Bridging Different Systems|Advancing Professional Exchange|Building Regional Quality Together
The Office for National Education Standards and Quality Assessment (ONESQA) is a key national public organization responsible for external education quality assurance in Thailand. It conducts external quality assessments across different levels of education and encourages educational institutions to strengthen their mechanisms for continuous improvement and institutional development. ONESQA also actively engages with the international quality assurance community through professional dialogue, the exchange of experience, and cross-border cooperation, contributing to the continuing advancement of educational standards and quality assessment practices.
TWAEA and ONESQA signed a memorandum of understanding in 2013, formally establishing a framework for Taiwan–Thailand cooperation in education quality assurance. In 2015, TWAEA was invited to participate in an international quality assurance conference organized by ONESQA, where it exchanged perspectives on external review and educational quality development with experts from different countries. TWAEA’s Chairman also received an award in recognition of his contribution to professional exchange and quality assurance cooperation between the two organizations.
Since 2018, TWAEA, ONESQA, and the Japan University Accreditation Association (JUAA) have taken turns hosting international staff exchange programs. Through thematic presentations, institutional visits, and practice-oriented dialogue, these programs have strengthened participants’ understanding of quality assurance systems and practices in different countries. The three organizations have also collaborated on a cross-regional survey of university student learning outcomes and satisfaction. By collecting and comparing data across national contexts, the survey provides insights into student learning experiences and needs in different higher education systems and generates evidence to support system enhancement and educational quality improvement.
In 2021, ONESQA further expanded the partnership by joining the iJAS international joint accreditation initiative with TWAEA and JUAA. The three organizations now collaborate on cross-border accreditation, standards development, reviewer capacity building, and professional knowledge sharing. Through joint review and decision-making, the partnership promotes mutual understanding and professional trust across different quality assurance systems and has developed into a stable and substantive Asia-Pacific quality assurance partnership.
