International Internship Project

Experiencing Quality Assurance in Practice｜Developing International Professionals｜Advancing Organizational Learning

 

The International Internship Project is jointly organized by the Taiwan Assessment and Evaluation Association (TWAEA), the Japan University Accreditation Association (JUAA), and Thailand’s Office for National Education Standards and Quality Assessment (ONESQA). Building on the agencies’ long-standing staff exchange mechanism, the program provides higher education quality assurance professionals with structured, practice-oriented opportunities for cross-national learning.

Hosted in rotation by the partner agencies, the program combines preparatory learning, study of quality assurance systems and cases, observation of evaluation and accreditation practices, institutional exchange, comparative discussion, final presentations, and structured reflection. Participants gain a deeper understanding of the host country’s higher education and quality assurance systems, observe how external evaluation and accreditation operate in practice, and exchange experience with professionals from different national and cultural backgrounds.

The program focuses not only on individual professional development but also on organizational learning. Participants are encouraged to transfer the knowledge and insights gained through the internship to their home agencies, supporting knowledge sharing, practice improvement, and stronger cooperation among quality assurance agencies in Asia.

About the Project

Higher education quality assurance involves system design, standards development, reviewer preparation, evidence analysis, site visits, professional judgment, and follow-up enhancement. Documents and presentations alone may not fully convey how these processes operate in practice or how they are shaped by their national and institutional contexts.

The International Internship Project therefore places experiential learning at its center. Participants enter the professional environment of a partner agency and learn through system briefings, case studies, practical observation, and dialogue with quality assurance professionals. By comparing different systems and approaches, they can reconsider their own practices and identify possibilities for adaptation and innovation.

Project Objectives

The project aims to:

• Deepen participants’ understanding of higher education and quality assurance systems in different countries;
• Provide first-hand learning experience in evaluation, accreditation, and related quality assurance work;
• Facilitate the exchange of quality assurance knowledge, professional skills, practical experience, and innovative approaches;
• Develop participants’ comparative, analytical, communication, and reflective learning capabilities;
• Strengthen international perspectives, intercultural understanding, and collaboration in diverse teams;
• Encourage participants to translate their learning into knowledge and improvement within their home agencies;
• Build a foundation for sustained exchange and further cooperation among quality assurance agencies.

The Internship Journey

The program follows a progressive professional learning process comprising the following stages:

• Preparation and Orientation: The partner agencies jointly determine the focus, activities, and participation arrangements for each internship. Before the face-to-face exchange, participants learn about the host country’s higher education system, quality assurance framework, and the host agency’s principal activities through online briefings, thematic lectures, case presentations, and background materials.
• Practical Observation and Professional Exchange: Participants enter the host agency’s professional environment and, depending on the arrangements, observe institutional or specialized accreditation site visits, reviewer meetings, and other quality assurance activities. Visits to higher education institutions or professional accreditation organizations may also be included. Discussion with agency staff and fellow participants helps connect system design with its practical implementation.
• Synthesis and Reflection: Throughout the internship, participants document their observations, compare different systems, and consolidate their learning. Final presentations, self-evaluation, peer feedback, and group discussion enable them to reflect on what they have learned and how it may be applied in their own professional contexts.
• Knowledge Transfer and Further Collaboration: After returning to their home agencies, participants share their experience and consider how relevant insights may inform working processes, evaluation practices, and staff development. Feedback is also used to improve future internships and identify opportunities for joint research, professional development, and other forms of cooperation.

By taking turns hosting the internship, the partner agencies enable participants to explore diverse approaches to higher education quality assurance within different national and institutional contexts.

Outcomes and Impact

For participants, the program broadens international perspectives, deepens professional knowledge, and strengthens capabilities in observation, analysis, communication in English, intercultural collaboration, presentation, and reflective application. First-hand exposure to different systems and working environments also enables participants to examine their own work from a fresh perspective and build greater confidence, adaptability, and motivation for continuous learning.

For the participating agencies, the internship supports internal knowledge sharing, staff development, and the enhancement of professional practices and processes. The relationships formed among participants also strengthen mutual understanding among the partner agencies and provide a foundation for future cooperation in joint research, professional training, knowledge exchange, and other international initiatives.
